Last spring at the hearing on the 2010 FS budget, Chairman Dicks asked a number of questions for the record about fire funding. The attachment shows the answers which were just recently cleared by OMB. The discussion about the FLAME ACT refers to the act as it originally passed the House, not the Bill that was adopted. I think you will be interested in the discussion of using suppression money for fire preparedness. As you can see, before we started 2010, we had already obligated 400 million  in suppression funding for fire preparedness.
An interesting can of worms.
